The meeting was called to order at 7:00 P.M.
Approval of Minutes:
First Selectman Mailhos moved to approve the minutes of September 10, 2012.
Jim Bulick seconded the motion.
All were in favor with the exception of M. Welsh, who abstained. – Motion carried.
Election of Officers:
First Selectman Mailhos moved to appoint John Patton as Chairman and Jim Bulick as Vice Chairman.
Melissa Welsh seconded the motion.
All in favor. Motion carried.
Review Current CIP Plan
Chairman Patton went over the list of approved projects for this current fiscal year (July 2012 – June 2013):
- Mortgage for Station 13 Fire House~ $10,144
- Bond for the library~ $235,875
- Public Works Equipment Lease $41,236 + $24,179
- Transfer to the General Reserve Fund~ $96,461
- Fuel Management System at Public Works $14,000 – complete came in under budget for $12,478
- Electronic Equipment~ $ (price TBD)
- Center School Parking Lot $58,458 completed *of note: came in under budget in the amount of $10,000.
- Revaluation $30,000 + $95,000 for next year; appropriation passed at Town Meeting for $100,000;~ First Selectman Mailhos stated that the bids came in well under budget; and now the costs will be less than expected.
- Willington Hill Cemetery Road Extension budgeted for $16,000
- Turnpike Road Phase IIA - $185,000~ First Selectman Mailhos stated that she believes the STEAP grant should cover Phase II as well as a good portion of Phase III.
Lynn stated they plan to go out to bid on Phase II project in February, 2013. Since these projects will be paid for out of STEAP funds, Chairman Patton suggested making a revision to reflect the changes. First Selectman Mailhos stated that we have also applied for further STEAP funding, but have not heard whether or not we will be awarded anything on it. Chairman Patton stated the timing for the RFP will be too late to prepare a baseline. The original money that was slated for phase II will then get pushed out to future phases.
- All debts have been paid and money has also been put into the savings account.
Review of New Requests
Donna forwarded packets to all CIP members with the new requests received. (Public Works was a summary sheet of all requests ;). She stated that requests have been received by the following:
-Board of Education
-Town Office Building
-Public Works
- Parks & Recreation Department
-Senior Center
-Conservation Commission
-Willington Hill F.D.
Willington Fire Department #1, Inc. did not submit the request by the deadline.
Chariman Patton asked for objections on accepting a late submittal from Willington Fire Department #1, Inc.
Melissa Welsh asked what was done last year when WHFD was late in submitting their requests. Chairman Patton stated that BOF Chairman Schoppmann was a big proponent of accepting it. He added that this is the first time WFD#1 was late. Since there were no objections, Chairman Patton asked to have Donna forward the requests to the CIP members for the next meeting.
Set and approve meeting calendar
Chairman Patton suggested having the various departments who have submitted requests come in and present/discuss their projects. Vice Chairman Bulick stated it would be a good idea to have them focus more on the new projects, and briefly review the older projects.
Discussion was held on the meeting schedule, with Chairman Patton noting the due date to have a presentation submitted to BOF by February 14, 2013. First Selectman Mailhos stated the Board of Selectmen will need an approved CIP plan from this Committee before the special January 28, 2013 BOS budget meeting.
The schedule for the presentations /discussions will be as follows:
Thursday, December, 27 – Public Works Department
Thursday, January 3, 2013 – BOE, TOB, Parks & Recreation, Senior Center & Conservation Commission.
Tuesday, January 8, 2013 – Willington F.D. #1, Inc.
Thursday, January 10, 2013 – Willington Hill F.D.
Monday, January 14, 2013 – extra session for further discussion
Thursday, January 17, 2013 – Finalize presentation to go to Board of Selectmen
Future meetings were then planned. It was discussed to continue to hold meetings at the various municipal buildings that have CIP requests, such as Willington Hill Fire Department and the two schools. Regular meetings will be held on the second Monday of each month, beginning in May, until November. The schedule will be submitted to the Town Clerk.
